FAA opens a path to hundreds of Starship flights. Starlink faces Ukraine and India pressure.

The FAA started a formal environmental review of SpaceX's bid for up to 456 Starship launches a year at Starbase. Overnight, Ukrainian officials said StarShield terminals got a new motion speed limit. In Delhi, Bharti's Sunil Mittal said OneWeb is still ahead of Starlink in India's approval queue.

The daily context behind $TSLA and $SPCX, in plain English.

FAA starts a PEIS for up to 456 Starship launches a year

On Oct 14 the Federal Aviation Administration published a Notice of Intent to prepare a Programmatic Environmental Impact Statement for more Starship-Super Heavy operations at Boca Chica / Starbase. The PEIS will evaluate a proposed ceiling of up to 456 launches and up to 912 landings a year at the site — far above the 25 launches and 50 landings SpaceX is authorized for today. Public comments are due Nov 30, 2026, with scoping meetings in mid-November. This opens a multi-year review; it does not approve the higher cadence. Still unknown: final authorized numbers and how long the PEIS takes.

Ukraine reports a StarShield speed limit on moving terminals

On Oct 14 presidential adviser Serhii "Flash" Beskrestnov said SpaceX overnight restricted StarShield military-service terminals while in motion to 100 mph (160 km/h), disrupting several missions including drone work. Ukraine's 7th Air Assault Corps reported throttling and cancelled sorties in the Huliaipole sector; a Defense Ministry source told the Kyiv Independent the limits were under investigation. SpaceX has not publicly commented in that reporting. Beskrestnov said the timing "cannot be a coincidence"; that political link is his claim, not a confirmed fact. Still unknown: whether SpaceX confirms the change and whether it is reversed.

Mittal: OneWeb is still ahead of Starlink in India's queue

On Oct 14 at the Bloomberg New Economy Forum in Delhi, Bharti Enterprises chairman Sunil Bharti Mittal said Eutelsat OneWeb is "significantly ahead" of Starlink in India's satcom approval queue. He said OneWeb applied five years ago, had its ground network ready for about three years, and has had satellites over India for about five years — and still lacks permission. He would be "very happy" to get approval a few days before Starlink. Starlink, Jio Satcom and OneWeb remain licensed but waiting on the same security clearances and spectrum steps. Unknown: when India finishes those clearances.

Morgan Stanley puts Distributed Inference Cloud at the center of SpaceX growth

In a note circulating Oct 13–14, Morgan Stanley analyst Adam Jonas called SpaceX's Distributed Inference Cloud the part of the story with the greatest growth potential and the one investors are largely ignoring. Coverage frames it as terrestrial AI data centers plus an orbital and edge compute layer (the Starmind / connected-robot narrative), not just rockets and broadband. Still unknown: how much revenue SpaceX will book from compute rentals versus Starlink, and when orbital nodes move beyond concepts. This is analyst framing, not a SpaceX product launch.

FSD Lite reaches Intel Model S and Model X

On the evening of Oct 13 Tesla posted that FSD Supervised v14 Lite is now rolling out to Intel Model S and Model X cars — the older flagship fleet that missed the Oct 7 HW3 Model 3/Y Lite wave. Tesla did not publish a version number, release notes or a side-by-side of what Lite leaves out versus full HW4 v14.3.12. It keeps more paid FSD cars on the current software family ahead of the Roadster reveal and Q3 call. Unknown: rollout pace and the exact feature gap.

Reported: Optimus doing live tasks on the Model Y line

Reported Oct 14: All Things Elon says Tesla has put Optimus units on live Model Y line work at Giga Texas — sorting battery cells, moving parts between stations and loading fixtures — after standing up a pilot production line earlier this month. Tesla has not issued a matching IR note in the sources we checked. Treat as Reported until Tesla confirms. Unknown: how many units are on shift and whether the rebuilt hand is in volume production.
